Privacy rules were broken when UK spy agencies collected large amounts of citizens' data without adequate oversight, the Investigatory Powers Tribunal has ruled. The organization Privacy International filed complaints against the data collection practices of GCHQ, MI5 and MI6, and the Tribunal agreed that the agencies' actions violated the European Convention on Human Rights. Privacy International called the judgment "highly significant."
