Following recent debates in the German Parliament about amending the penal code on sexual offenses, the scientific community voiced concerns that the current legislative proposal fails to sufficiently protect sexual self-determination. It still does not criminalize non-consensual sexual acts. This means that the draft law neither fulfills the requirements of the Istanbul Convention of the Council of Europe nor those of the UN Convention on the Elimination of All Forms of Discrimination Against Women. Numerous NGOs ask for the draft to be reworked.
