The Spanish cabinet has issued a report backing its decision not to make reparations to a victim after a ruling against Spain was made by the Committee on the Elimination of Discrimination against Women of the UN. The cabinet affirmed that these rulings "are not binding." This is surprising, as the UN committees are the highest arbiters of their respective human rights treaties, and signatory states such as Spain voluntarily acknowledge their jurisdiction and have the obligation to fulfill in good faith their recommendations, conclusions and rulings.
