Spain's ruling Popular Party will introduce an amendment to the draft law on public security to create a "Passenger Name Record" (PNR), allegedly to stop suspected jihadists and other dangerous criminals from entering Spain. The European Parliament's Committee on Civil Liberties, Justice and Home Affairs (LIBE) has made it clear that such a measure would violate passengers' civil rights. Spain says the PNR will be used to collect information on flight reservations, including if they were made online or through an agent, how they were paid, etc. A PNR is currently used in the US and Canada.
