The Provincial Court of Ceuta has reopened the investigation into the deaths of 15 migrants killed while attempting to cross the border to Ceuta, when they were attacked with anti-riot gear by the Guardia Civil (military force with police duties). The judicial decision comes after the Court of Instruction agreed to dismiss the case without carrying out a proper investigation, an action that was appealed by several NGOs (Coordinadora de Barrios para el Seguimiento de Menores y Jóvenes, Spanish Commission for Refugee Aid and the Observatori del Sistema Penal i els Drets Humans).
