On December 10 - International Human Rights Day - Council of Europe Commissioner for Human Rights Nils Muižnieks published a statement warning Spanish authorities that a legal amendment they intended to pass, which would legalize summary expulsions from the enclaves of Ceuta and Melilla, violates the European Convention on Human Rights and the Convention relating to the Status of Refugees. Despite his warning, Spain's Parliament approved the amendment. Rights International Spain and other NGOs will work to prevent this amendment from coming into effect.
