On June 25, 2015, the Lithuanian Parliament took a particularly important step towards ensuring free speech by abolishing criminal liability for insulting a person or a civil servant. Individuals will still be able to defend their dignity using means provided in civil or administrative law. Since 2005, HRMI had been advocating for the decriminalization of insults and libel, drawing attention to unreasonable criminal proceedings against journalists. Unfortunately, Parliament chose to leave the liability for libel intact — it is still punishable by up to two years in prison.
