Prime Minister Viktor Orbán announced last Wednesday that the Hungarian government would hold a public referendum on resettlement quotas in order to prevent the European Union from relocating refugees to Hungary without the consent of the Hungarian Parliament. HCLU has called attention to the requirement that, according to Hungarian law and the Fundamental Law, a national referendum should be organized in a way so as its result carry obligations for the Parliament, in an unequivocal manner, in matters pertaining to its liability. However, the issue in question does not meet this standard.
