The Council of Europe’s human rights commissioner, Nils Muiznieks, just published his report "Missing persons and victims of forced disappearance in Europe." One of the countries the commissioner expresses concern about is Spain, given the lack of appropriate response and reparations to the victims of forced disappearance during the Civil War and under the Franco regime. The report contains a series of recommendations for states, such as providing support for victims and their families, training civil servants, facilitating access to archives, and erradicating impunity.
