Forty-three percent of adults who have committed serious child abuse do not go to prison. Dutch National Rapporteur on Human Trafficking Corinne Dettmeijer calls it remarkable that judges do not take aggravating factors into account. For example, offenders who previously committed a sexual offense, or teachers who abused a child entrusted to their care, do not get heavier sentences. There are also few child abusers who are given a professional ban. Dettmeijer calls for clearer guidelines for judges. Judges do not recognize themselves in her critical report.
