Criminal smuggling gangs from Libya make bigger profits because NGOs and other organizations save people form drowning off Libya's, concludes the EU border agency Frontex. In a 64-page report, the agency writes that the presence of search and rescue operations near Libyan territorial waters entices even more people to risk the perilous sea journey to Italy. The rescue operations "help criminals achieve their objectives at minimum cost" and "strengthen their business model by increasing the chances of success."
