A reform of European Commission rules will force midlevel staff to change policy fields at least once every 10 years. The move is a response to employees’ requests that they be able to more easily move across the Commission, and the change also follows through on Commission President Jean-Claude Juncker’s desire to break apart "silos" between EU departments and teams. It is hoped that the reform will help develop able managers rather than sector specialists, according to one official. The first staff rotation is scheduled for January 1, 2018.
