The summit between the EU and Turkey failed to reach agreement on how to solve the migration crisis. During the Brussels negotiations, which went late into the night on Monday, the Turkish government came out with new demands, among them visa-free travel for Turkish citizens to the Schengen zone. EU heads of state could not agree to this. A second attempt will take place on March 17-18. The EU wants to persuade Turkey to enforce the 'action plan’ signed last year, under which Ankara agreed to curb the number of refugees crossing into Greece in return for aid and other considerations.
