After an all-night-long summit meeting, EU leaders Friday morning agreed to create new migrant centers along the rim of the Mediterranean Sea, reaffirm the principles of the Dublin asylum system, and drop mandatory relocation of asylum seekers. The 27 heads of states agreed just before sunrise to what they hope will be the foundations of an overall solution to migration. The talks started with the new Italian prime minister, Giuseppe Conte, threatening to veto the summit agreement in absence of concrete signs of solidarity.
