A new 'zero paper' by experts working under Bulgaria's EU Presidency suggests to solve EU member states' disagreements over migration by doing away with quotas and giving more decision-making power to national governments. Reform of the Dublin Regulation, which designates the member state required to process an application from an asylum seeker, has been a source of contention that has split the EU in recent years. Central and eastern states, notably Poland and Hungary, have firmly rejected quotas and the responsibility to process all asylum applications submitted from within their countries.
