The EU agreed on June 21 to create a new border and coast guard agency, after a controversial "right to intervene" feature was removed from the original draft. That plan would have allowed the new agency to deploy guards to an EU state without its consent. The agreed-upon version allows states to impose internal border checks in the Schengen free travel area only as a last resort. The plan is a response to fears of uncontrolled migration in the wake of the influx of migrants. European Commission President Jean-Claude Juncker said protecting European borders is "a common mission of solidarity."
