The European Court of Human Rights has found the Romanian government responsible for the 2004 death of 18-year-old Valentin Câmpeanu, who was forced to live in sub-zero temperatures in a psychiatric hospital. Abandoned at birth, Mr. Câmpeanu had no relatives to protest the manner of his death, which might have gone unnoticed had it not been for NGOs bringing the case to the ECtHR. The ruling will have implications for legal systems across Europe, as the Court clarified that NGOs could indeed represent people with disabilities who died and left no relative to seek justice on their behalf.
