The European Commission decided that if by May 23 there is no significant progress in the functioning of the Constitutional Tribunal in Poland, Frans Timmermans would approve the draft of the Rule of Law Opinion and pass it to Polish authorities. They will have two weeks to reply. After that, the Commission will resume dialogue with the Polish government in order to solve the constitutional crisis. If objections raised by the Commission in its opinion are not satisfactorily addressed, a recommendation will be issued. Then, the rule of law framework procedure will reach its second phase.
