Julian King, speaking ahead of the German election on Sunday, warned that a more robust EU cyber agency could help member states defend their elections against "hybrid attacks". As a positive example he praised Finland's new "centre of excellence" on hybrid warfare, designed to help EU countries fight novel assaults.
