The Government Defense Anti-Corruption Index has given Croatia an average grade. According to the Transparency International report, many NATO members and partner countries lack control mechanisms for transparency in the defense sector. "Although the Croatian Ministry of Defense has reduced the number of 'secret contracts' in the defense sector, research shows that more must be done. Also, the worrying lack of transparency in the work of the security services remains," said Gordan Bosanac, a researcher at the Centre for Peace Studies. He also said civil society oversight must be strengthened.
