The draft of a new law on juvenile justice makes a provision for the closure of correctional boarding schools and socio-educational boarding schools, as well as comprehensive juvenile justice reform. For years, Bulgaria has been criticized by human rights activists and international organizations for its inadequacy when it comes to children's rights and the juvenile justice system. The European Court of Human Rights has ruled several times against the Bulgarian state in cases brought by children who live in boarding schools.
