A new agreement between the Italian and Libyan governments was signed at the beginning of September. As things are now, we only know that the agreement, which sets the groundwork for a common fight against illegal immigration, includes "urgent measures to avoid new humanitarian tragedy": that is, "a series of initiatives to be implemented through the establishment of an Inter-Ministerial Commission and a joint operations room in order to control and effectively reduce the phenomenon." And once again, it looks like Italy is eager to improperly externalize the control of its borders.
