The Grand Chamber of the European Court of Human Rights will hear a legal challenge to the UK government’s bulk surveillance powers. The case is being brought by Liberty, Privacy International, Amnesty International and other international human rights organisations. In an earlier decision, a lower chamber of the court ruled that the UK's regime was unlawful because it lacked proper oversight, but that ruling did not declare that mass surveillance itself is illegal. With this case, the organisations are seeking a definitive judgment to end bulk interception of communications.
