The Netherlands has to stop the practice of adoptions of children from abroad. That is the advice the Council for the Administration of Criminal Justice and Protection of Juveniles (RSJ) has given to the government. The RSJ says that the desire of Western parents to adopt foreign children and the financial interests involved have created a demand-driven market. Therefore, children's right to live in their country of origin, a primary interest, is at stake. It has become close to impossible for adoption agencies to verify if all options for adoption in the country of origin have been assessed.
