During its last meeting on March 12, the Committee of Ministers of the Council of Europe expressed deep concern with the state of Poland’s execution of verdicts issued in cases of inmates of a CIA secret prison. The European Court of Human Rights issued a judgment obligating Poland to conduct an investigation and to acquire prisoners’ diplomatic assurances from the U.S. Despite this, the American government said in response to Polish diplomatic notes that it will not issue any diplomatic assurances, which simultaneously does not exclude the death penalty for the accused.
