The Spanish minister of the interior has declared, in relation to the code of conduct demanded by Italy for NGOs working in the Mediterranean, that "NGOs have to be clear that their mission is to help and not to promote or ease illegal immigration, as this irregular immigration is putting people in danger in the Mediterranean, as it happens much too often."

It should be noted that a recently published investigation by a British university documented that refugee rescue boats do not represent a pull factor for migrants.
