Employees of the Fenix Special Training Center, a security company, unlawfully detained a citizen of Syria in Zgorzelec in February 2016. They believed that the man was in Poland illegally, but a subsequent investigation by the Border Guard confirmed his legal status. In response to the incident, the Helsinki Foundation for Human Rights requested the Ministry of the Interior to investigate if the company is properly using its license to protect persons and property. Through this request, it was found that Fenix does not hold such a license at all and cannot perform this work in Poland.
