Local authorities around Poland are often involved in publishing newspapers with commercial ad columns. Such activity raises doubts about its compatibility with many parts of the Constitution. Local authorities, by issuing newspapers, are not capable of respecting the main function of the press, which is monitoring local authorities. Simultaneously, they corner the market of independent publishers. The Helsinki Foundation for Human Rights has applied to the commissioner for human rights with a request for intervention at the Constitutional Tribunal.
