The governments of Poland and Hungary expressed their concerns over the so-called conditionality proposal in the EU budget negotiations that would allow the EU’s executive body to link some funds to respect for the rule of law. Poland's EU affairs minister, Konrad Szymanski, accused the European Commission of a "massive power grab," adding that it is an attempt to override legally binding rulings from the European Court of Justice. Hungary's ambassador to the EU, Oliver Varhelyi, filling in for the minister at the Monday council meeting, backed up Poland's position.
