The need to implement effective public surveillance of private care centers for the disabled, chronically ill and elderly in Poland was highlighted by recent cases of the Helsinki Foundation for Human Rights. Some centers function without necessary permits. The media has covered numerous cases of abuse due to the lack of any supervision, e.g. compulsory drug application to the patients, restraining them with straps, limiting their contact with the outside world or refusing baths or showers.
