European exports of rubber boats and outboard engines to Libya will be restricted, under an agreement reached by foreign ministers of the European Union. With the measure, ministers hope to undermine traffickers who send migrants across the Mediterranean Sea in rubber boats. The restriction does not apply to Libyans who can prove that they will use the boats for fishing. Since the beginning of this year, about 85,000 people have come ashore in Italy from Libya on these types of boats.
