The International Judicial Chamber, Amsterdam, has refused to extradite 8 suspects in a drugs case to Belgium. Its decision was based on a recent public statement of the European Committee for Prevention of Torture and Inhuman or Degrading Treatment (CPT) of the Council of Europe. In its statement, the CPT held that treatment of detainees in Belgium was inhuman and degrading (Article 3 ECHR). Accordingly, the court decided to suspend all extraditions to Belgium. It wishes to examine, first, whether there is a danger that the suspects will be prone to inhuman and degrading treatment.
