The Dutch cabinet is preparing a scenario in case there really are no more beds available for asylum seekers. As an extreme measure, young, healthy men would no longer be allowed inside shelters and, with some pocket money, would be turned out into the streets. Allowing asylum seekers to roam about the streets may lead to turmoil among the general public. Besides, identification, checking refugees' claims and radicalization control would be much harder.
