The De Winter Commission, in charge of preliminary inquiry into violence in Dutch youth care, has received reports from 70 people even before the Disclosure Office opens. These people faced violence in youth care homes or foster families and reported about fierce and long-term violence, said De Winter. Often, physical and psychological violence were accompanied by sexual abuse. "It is tough what we've seen so far. It's long term with great impact on the rest of their lives. Humiliation, negligence, but also physical violence: pushing off the stairs, locking up, and beatings."
