Nils Muižnieks, the Council of Europe’s commissioner for human rights, has now published the report on his visit to Lithuania. The commissioner urged Lithuania to ratify the Istanbul Convention and to reinforce the protection of women and children who fall prey to domestic violence. He also urged the authorities to speed up the decommissioning of residential care institutions for children or the disabled, and to be more active in integrating the disabled into society.
