European Commission President Jean-Claude Juncker has dismissed claims that he abandoned a plan to relocate migrants under national quotas. He said he remains committed to solving migration issues "with solidarity and the heart," despite his admission, made during his annual address on the state of the Union, that solidarity cannot be imposed from above. When it was pointed out that there seems to be a gulf between what eastern and western member states think about the quota plan, Juncker urged patience: "For love to be born, we need to give it necessary time."
