After a whole year of work and dozens of hearings, the committee in charge of drafting a sort of constitution for web navigation has presented its document to the Italian Parliament. The third article of the draft states: "Everyone has the right to acquire and update those abilities needed in the use of Internet with awareness of his/her rights and fundamental freedoms."
