Hungary has broken ground on a second line of fencing along its southern border with Serbia, a move that threatens to inflame tensions with some of the country's EU partners. A barbed-wire fence has spanned the border since 2015 to block migrants' route to Germany, but a Hungarian government spokesman said on Monday that the second fence would make the barrier more effective and hold back migrants while processing their asylum requests. The new fence, which will extend only to the Hungary-Serbia border for now, is slated to be completed by the end of spring.
