Hungary is refusing to take back migrants that Austria says should be returned under the EU’s so-called Dublin rules, which state that the country where a migrant first enters the EU is responsible for handling the asylum case. Hungary says the migrants in question came first from other states, in particular Greece, and Hungary has no responsibility for them. "They didn't suddenly get here by magic, they crossed several safe countries,” Hungarian Defense Minister Istvan Simicsko said. Austria received 90,000 asylum requests last year, and thousands were from migrants who came through Hungary.
