The Hungarian Civil Liberties Union denounces that a document that may determine disabled policies and the enforcement of the rights of thousands of people in Hungary is inaccessible to the public, shielding it from outside opinion. The watchdog organization has sent an open letter to the state secretary of social affairs and social integration asking him to disclose the current draft of the strategy concerning the substitution of available places in institutions. The deinstitutionalization strategy at issue is the key background document in a tender worth 35 billion HUF (113.2 million euros).
