For the first time since the so-called Hartz-IV reforms of the welfare system were introduced, Germany's Constitutional Court will deal with the question of whether the state has the right to partly withhold social benefits if the recipient misses appointments or declines job offers. A social court considered this unconstitutional and turned to the Federal Constitutional Court. In the case, the Jobcenter cut the social benefits for a man by 60 percent after he declined two job offers. The social court considered this a breach of the fundamental right to a decent minimum standard of living.
