The Commissioner for Human Rights of the Council of Europe, Nils Muižnieks, sent letters to the governments of Albania, Bulgaria, France, Hungary, Italy, Serbia and Sweden because of frequent cases of forced evictions of Roma in these countries. In his letter to Bulgarian Prime Minister Boyko Borisov, Muižnieks recalls that Bulgaria failed to fulfill its international obligations by not offering alternative accommodation to people who had lost their homes. The commissioner is also concerned about the hostility towards Roma in Bulgarian society and among the candidates in 2015 local elections.
