International experts on constitutional law have warned that Poland’s recent legal reforms present 'grave threats' to the independence of the country’s judiciary. The Venice Commission experts are particularly concerned about reforms to the National Judiciary Council (NJC), which nominates judges and reviews ethical complaints against sitting jurists. Currently the 15 members of the NJC are elected by their peers, but under the new reforms, the lower house of Parliament would have the power to appoint all new NJC members.
