The European Commission will launch an "anti-leaks strategy" on Friday, September 30, to prevent important policy documents being circulated to the media and avoid "reputational damage." Leaks have been a top concern of the Commission under Jean-Claude Juncker, but trade unions have come out strongly against the new strategy, saying it will negatively affect working conditions by inciting "moral harassment" and putting officials under "inquisitorial practices." Civil servants complained that it's unclear what type of information is covered by the strategy and the limits of dissemination.
