Roughly 80 percent of the European Commission's €108 million in emergency funding to Bulgaria, announced earlier this month after a request by Sofia, is slated for border security and surveillance. "Only like 20 percent of the funding is about increasing the reception facilities. Most of the funding is for equipment and vehicles," a government spokeswoman said. Meanwhile, poor conditions and overcrowding are rife in reception centers, and over 1,200 Afghan boys are registered as unaccompanied minors. "The situation is really quite critical," said Mariana Stoyanova of the Red Cross in Sofia.
