Great inequality exists in the way youth care is implemented. "But it mustn't make a difference where one grows up," he said. Poverty among children is growing, the Children's Rights Monitor shows. In 2013, 423,000 children lived below the poverty line. "Here too, it depends on your domicile to what extent the local authorities come to lend a hand," said the children's ombudsman.
