The proposal of Minister Lodewijk Asscher (Social Affairs and Employment) to exclude businesses found guilty of discrimination from government assignments is ineffective in practice. That's why the SP (Socialists) and D66 (Democrats) parties want to include the non-binding rulings (as in cases of discrimination) by the Institute for Human Rights when sanctioning such businesses. They also want to give the Inspectorate SZW, which monitors working conditions, power to fine employers. Although Asscher sympathizes with the plan, he says it's incompatible with European public procurement rules.
