By deploying the army within the country's borders and reclassifying illegal border crossings as a crime as opposed to an offense, the Hungarian government would return to a practice in use prior to 1989. The Hungarian Civil Liberties Union calls on MPs not to adopt a law that disregards the fundamental principles of constitutionalism, even with reference to the human rights crisis generated by the large number of refugees. According to the HCLU, such changes to the law during a critical situation are only acceptable if they alleviate injuries and promote human rights.
