A Council of Europe fact-finding mission to Hungary has found serious issues with the country's new higher education law and called on the government to rework it. The delegation determined that the law was passed "without very strong reason" and parts of it appear unjustified. While stopping short of calling on the government to scrap the law entirely, the delegation suggested that it should exempt universities that already exist. The law is widely seen as targeting Central European University, which was founded by philanthropist George Soros.
