Belgium's secretary of state for asylum and migration, Theo Francken, has no money, but he does have ideas. His latest idea: financing at least 100 new places in a closed detention center by attaching processing fees to applications for family reunification, residence permits, etc., thereby passing on the costs of more beds to those most likely to use them: foreigners.
